The Lee-Russell Council of Governments (LRCOG) hosts and facilitates the Auburn-Opelika Metropolitan Planning Organization (AOMPO). The AOMPO handles transportation planning and manages federal highway funds for the Auburn-Opelika urban area.

What are the core functions of the MPO? The AOMPO is required by the Federal Highway Administration and the Federal Transit Administration to complete three primary documents:

  • Long-Range Transportation Plan (LRTP): A 20- to 25- year blueprint for the region’s transportation network
  • Transportation Improvement Program (TIP): A four-year prioritized list of projects that are slated for funding
  • Unified Planning Work Program (UPWP): An annual document that outlines and budgets for work to be completed

An MPO is a federally mandated transportation policy-making body made of representatives from local governments and transportation agencies within their respective planning area.

 

With the passage of the Federal-Aid Highway Act of 1962, Congress made metropolitan transportation planning a condition for the receipt of federal funds for transportation projects in urban areas with a population of 50,000 or greater,

MPOs are established in every urbanized area in the country with a population of over 50,000. Urbanized areas are defined every ten years by the U.S. Census. In Alabama, MPOs are designated by the Governor. MPOs are established by a Memorandum of Understanding that is signed by all participating local governments and the State of Alabama.

All decisions of the MPO are made by the MPO Policy Board with recommendations from the Technical Advisory Committee (TAC) and the Citizens Advisory Committee (CAC). The membership and voting structures of these committees are established through the AOMPO bylaws.

The MPO is provided with federal planning funds to conduct transportation planning activities. The LRCOG administers the federal planning funds that are provided to the MPO. The Policy Board approves the UPWP that details how these federal funds are to be spent.
